Does your control lever have a lot of slop or free play in it? Possible that the spool isn't reaching its full stroke why it will raise and not lower. Lowering the disc shouldn't take any power to do so I don't suspect the relief valve. Are you using the IH couplers or Pioneer's with the adaptors? Could be that there's to much pressure in the hose that the tip won't open up and release until the line is cracked loose to relieve the pressure. Might be why the 706 won't lower the disc after the 1466 raised it. I'm kinda guessing this without knowing exactly how the hydraulics are acting when it is working. Are they normal, slow, things like that.
