It happened to me on a rebuild I sent out. There are a couple of oil gallery 1/8" pipe plugs that shops like to leave out. In my case it was near a tappet. The tappet cover (behind carb) has to come off. Get a flash light and look for a hole near the center of the block. This is the horizontal oil gallery that crosses the block from the other side. This is an easy fix. The other missing plug is not so easy. It is located behind the cam gear. The front end, crank pulley, front engine cover, and cam gear have to come off. If the assembler left this plug out, he was probably drunk. There are several more plugs but you would have oil all over the floor if they were deleted. I always pressure prime new engines before starting. You can use something like a 20lb propane tank fitted with a shutoff and Shraeder valve. It is an excellent tool for checking assembly errors as well as ensuring that the oil system is fully charged.
