1 - If it's white the engine is getting fuel but it's not igniting. Causes could be too slow cranking speed, non-working glow plugs or low compression (worn valves, etc.)

2 - However if the exhaust is clear it means the engine is not getting fuel. Look for the injection pump losing prime when shut down (on account of a suction side air leak or bad check valve), a failing primary (lift) fuel pump, plugged filters, stop knob not pushed in all the way, etc.

The fact the engine started after you reprimed makes me think the problem is something in #2...

Old or fresh fuel should make no difference. Except in extreme conditions of heat/humidity it takes a long time (many years) for diesel to "go bad"!
