Farmall 200 Sticky Governor

Lately my Farmall 200 does not want to throttle down after being run at medium to high speeds. When I move the throttle lever back to the slow position, the engine keeps on running at the higher speed. I have made sure there is no binding in any linkages, esp. on the carb side, but the front mystery parts are hard to see and harder for me to understand what does what. It looks like that is a very difficult area to work on. The basic engine is in good shape, having been rebuilt a few years ago and the carb is also fairly newly rehabilitated. Any suggestions?
