I would first see if the engine will idle down by manually pulling the linkage from the govenor back to idle while the tractor is running. If it will not move back there may be some binding somewhere in the linkage, the carb, or in the govenor. There isn't much to the linkage as the shaft comes right out of the govenor. If it will not idle back by forcing it back by hand I would disconnect the linkage from the carb and see if it is coming from the govenor or the carb. If it is the carb, then something in the throttle plate is binding. If in the govenor you will probably need to remove it and find out the problem. Also, if it does go back to idle when you pull on the linkage manually then it is a problem in the govenor. Roger
