Are you sure it isn"t just the brake band "juddering" on the drum?? Operate the tractor without the brake band on it (careful "cause you cannot stop!!) and see if it makes the same noise.
If a brake is not used much it can make noise from the rust, moisture, etc. With the brakes installed & adjusted, run up to top speed in 5th gear and stop quickly several times to warm them up.
PS: the set screw on the bottom should be turned in snug (brakes locked tight) and backed out 1/2 turn then lock the nut. Helps prevent dragging.
