You are encountering what is called "ring ridge". As the piston and rings move up and down in the sleeve, the sleeve wears out, except for a small portion at the top because the piston never gets that far up. You may need to use a "ridge reamer" to cut that ridge away, or just push a little harder. You run the risk of breaking some of the rings, and possibly damaging the piston, but if you are replacing the pistons and rings anyhow, it doesn't matter.
