I have yet to see a H4 with the internal rotor magnet loose its magnatisim unless its sat out of the mag on a bench or something. So I doubt very much that that is your problem, I have seen brand new coils bad and alot of the NOS coils are bad to begin with I will never buy another one myself. I would imagine that you have a short or a bad new part myself.
