h brakes

Why does my H make this terrible grinding noise when I use the left brake? It seems to grab a bunch when just pushed lightly. How do you adjust band brakes? Also what is this lever for on the right side that twists and seems to connect where a mag would be if it had one. On the handle the decal says open.
