If it were mine I would look at the groove/ramps and make sure they are smooth on the ramp bottoms. They need to be shaped like the balls, so grinding must be careful, or machine controlled. One of the important factors is the total stack height in the housing. If there is a lot of clearance, the linkage will not have the correct geometry to apply smoothly. Shim plates to go in the cover to reduce the gap could be made from stainless. Cleaning and removing glaze can assist in action for a while.
