MTA Brakes stick-HELP

The disc brake on the left side of my MTA was locking up severely. I took it apart and everything looked good, not rusty etc. I replaced the 5 steel balls. Now it still grabs quickly but at least it doesn't lock up like before. What else do I need to do in order to get it to work smoothly? Can the grooves the balls work in be worn? Can I remachine these plates?
