There are several things that can cause this problem with the old gas start diesels , you could have a cracked per cup , you could have one injector that is not cracking at the correct pressure , one hole could be low on compression , there may be one starting valve that may not be seating or like you have said sticking OR THERE MAY BE A CRACKED Sleeve - block or even a cracked head . Ya just don't know with out realy getting into one and checking every thing out . Oh yea almost forgot it could even be the woren bushing in the injecton pump causeing the littel cam shaft to bounce around . Had that problem with my old 450 D and that was back before i knew much about tractors . The bad part of my problem was that even though i did not know much about them back then i had two of the best I H mechanic of the time come down and help me with my problem and we had that engine tore all the way down and back together twice and the problem did not go away till i had the injection pump rebuilt by the I H industral dealer as they had one of the best pump men anywhere around . He took his time and showed me the ins and out with that old style pump . And with out me checking your tractor out myself this is the best i can give ya on the could be's .
