F-20 Governor/Throttle

Hello,

The F-20 I was working on for several years to bring back to life is running great, BUT...

The throttle is super sensitive and the governor does not seem to be working. It runs at an OK speed if the throttle is (beyond) all the way in. But pul it out even a little bit and it goes crazy fast, even on the first notch.

Also, going up hills, the throttle does not adjust to keep the engine speed at a normal speed, and downhill, it likewise does not slow the engine down.

Any ideas?
