706 igniton timing

Just got done putting new points, plugs, wires, coil etc...what is the correct method of setting timing on the '67 706 with 291, but with a distributor from a 50-early 60's 706 with the points that arent offset. What rpm and degrees to set to? Also if this is a 12 volt system (alternator) with a 12 volt coil why do they use a resistor in front of the coil?
One last question, looking at the manifold should the heat riser valve arm be toward the front of the tractor when warmed up or the rear. Thanks for any replies!
