Not sure what oil the M&W system requires. Most likely however it uses #30 non-detergent oil - same as spec’d for IHC belly pump hydraulics. There’s no way to deactivate or turn off the live hydraulic pump. However since the hydraulics are “open center” the energy required to run the pump unloaded amounts to only a few tenths of a horsepower – too small probably to even show up on a dyno were you to remove the pump. Don’t know about the fill cap weeping oil. Might be it’s the wrong cap (ie. the wrong length dipstick hence the oil level is too high?) Or maybe the cap vent is damaged, or perhaps it's missing a gasket?
