The brakes should release if you back up, I used to carry a big heavy wrench on the SM (identical setup just sized diffferent) to reach down and smack the face of the drum to release them. a cheap fix is to take the brakes off the tractor, and separate the sides of the expander rings by removing the 3 springs. If there aren't 3 springs on each one that's probably the problem. But I clean up the balls and ramps, then coating them with HIGH TEMP (copper or nickel-based) never-seize. Stick them back together, and make sure that when you put the adjuster bolts back in, they bend down again, or you'll replace them soon. It's not a perfect fix but for a half hour every couple years I can avoid having to buy new expander rings.
