I dont know about your ground but thats what I do here in the east every year. heck that wheat will grow just by throwing it on the ground and getting it wet it will root up so if you can get some dirt I think you should be fine. How about some spray on that ground first. You can buy generic round up pretty cheap these days. It does not like the weeds that have been growing all summer but it will take care of the grass and such.
