Some thing else that also works well after you paint it is to take an old tube and cut it and put it on the rim so the new tube rides on the old tube instead of the rust/paint on the rim.Works best if you can find a tube from a small size so it sits good and tight on the rim. I have also used duct tape to keep a tube from getting holes for a rusty rim
