Are you measuring from the center of one tire to the center of the other tire? That"s the correct way to do it. It really doesn"t matter if you measure at the top or bottom or front or back, as you will only see about a 1/4" difference depending on where you measure. Also, you may have some non-original wheels. I think the IH ones had a little different offset. I know I"ve run into a couple wheels/tires off of wagons and such that I"ve tryed to use as spares on IH tractors, and they ended up rubbing the spindle.
