They have good suction, and don't give up without a fight. But you should be able to move them, when you let go they should go back to the original position. If they don't budge at all, they may be rusted. If the hydraulics were working before you took it off, of course it is not rust. They should come out. If you pull the head, that should relieve some of the suction holding them it -- may be more involved than you want to do, unless your intention is overhaul the whole thing.
