Two small holes on top of the steering bump I believe were to access grease zerks on the steering support and u-joint on the steering shaft. "Thing" on the right that shows in your pic is the top of the small tank that gasoline went in to start the tractor before switching to distillate. Can't see the hole behind(in front of?) the air breather. As for holes that "need" to be there....depends. If you want it original, all the original holes need to be there in my opinion, along with the little tank that held the gas, even if you don't use it. If you want to get rid of the starting tank, fill in the holes you don't currently use, etc., then it won't be "original" it'll be a "custom". Again- it's your tractor, it's up to you.
