ha ha, I got cross eyed and dizzy trying to read your post, no offense ha ha. ok, first off anything from a dealership will be more expensive than purchasing from private party. But 1,700 is way too high. Unless there is a belly mower and front blade included than no way in heck is that worth 1,700. Like I said in my response the fella asking what a 10-20 is worth. Well if it is NOT RUNNING, to heck with whatever they SAY is the quick fix to fire it up, i.e. "it just needs a battery" or whatever. The short of it is... They are offering a non-running tractor. So pay accordingly. if you cannot fire it up, run the transmission through all gears, test the governor, carburetor, brakes, hydraulics, ensure the electrical is charging, the engine is strong, radiator is not leaking... Non running = parts machine. If they will not do what it takes to fire up the Farmall A, then offer $500. Besides they made crap loads of money off the trade in, as they make money off the other item the customer purchased. So, do not let them win twice. Offer $500 if they do not get it running for you. Running, if all is well, 1,000 is a fair price.
