Thats pretty much normal for those older tractors with no waterpump. I have a regular farmall that will do the same thing. As the engine runs the warm water rises and flows through the top hose to the top of the radiator, as the water cools it settles to the bottom of the radiator and back into the engine block. That is why the top of the radiator will be warmer than the bottom. Technically its called thermosiphon.
