I've rebuilt those governors, including fixing the sloppy shaft like you have. I bought several sizes of stock bronze bushings from McMaster-Carr that were close to what I needed (they don't cost much), them drilled out the casting to fit the O.D. of the bushing I used. If you aren't sure that you can do it, any decent machinist could do it for you. While you have the governor apart, it's a good time to overhaul they whole thing. A Case/IH dealer will have what you need, but you will have to piece it out, I don't think there is a kit. Any tractor salvage yard might have a new water outlet.
