Alot of the times when this happens its becuase you did not get the carb clean enough you can soak them untill the cows come homes 6 times and blow them out and everything but unless you take a small piece of wire and work every little hole and orfice and use spray cleaner and such sometimes you dont get them all clean. This is the biggest culpret for a carb that will not adjust when you get it rebuilt. But yes check for the vacum leak first. But most of the time they will run different from cold to hot when the intake is leaking. JON
