The idle air jet is the likely culprit. It does not come out of the bowl easily; use your best screwdriver and it must fit perfectly. If you damage it, new ones are available.
I drilled one out, bought a replacement jet at the local IH dealer($15 or so), went to a gunsmith to determine the correct thread tap size, bought a tap, re-threaded the hole and all was well again. It is a #5 machine screw size. Get one from your local gunsmith.
Take your time and use progressively larger drill bits to remove the old material.
I would suggest getting the new jet first to have a size reference.
