Well ya got a problem in the MCV , first make sure that the selector valve is going all the way down to the snap ring this is the valve that moves up and down when you pull the T/A lever back . If that checks out ok then there are a list of things that it could be and will require first checking pressure and this take some special fittings and one test tool and two gauges that can read pressure of at least 600 lbs . OR you can just spend money and rebuild the MCV and install a new pump and replace the T/A that way ya covered all the bases .
