Hi Jay,

The white stuff is soap and is made from mixing water with oil with heavy agitation. You'll need to add heat to re-seperate the water and oil once it's to the soap stage.

Take some vegetable oil and add a little water in a blender and it'll look the same.

The used oil will clean it's self up if you let it set long enough without distrubing it, (not the soap stuff) then run it thru a filter and it'll be decent oil for alot of things, including fuel oil.
