IH 684 tachometer

My 684 originally came with a non working tach. I replaced the tach with a used one and a used cable. It has never really worked right. The tach needle flops around a lot and doesn't register accurately. A little while ago, it quit working altogether. I ordered a brand new cable and now it works again, but just like before (flopping around). I'm not sure if its the tach drive that's bad or the used tachometer. How can I figure this out without buying a new tach(they are not cheap)? Anybody out there have any experience with tach drives?
