What you are describing sounds like the plate/shims underneath the steering cylinder rack. Two bolts in the center of plate and four bolts holding plate. There is a pad fastened to the plate with the two bolts, the shims go between plate and pad. This is the adjustment for the mesh of the steering rack. Nothing will fall out, but you might just try tightening the bolts. Let us know how it goes !
