300U power steering leak....help please.

Howdy all, First post here, but have enjoyed what a friendly bunch of folks share their know how. Anyway, I just got a 300u and have been fixing as things break. The leak I'd like to fix is on the bottom of the power steering. The shop manual (If I'm reading correctly) shows this are as the "Shims". The bolt heads here have retention tabs. Is it OK to just tighten them? Can some gaskets be cut? It appears to have two of these shim plates. If I remove, will all kinds of clean parts bounce off my trousers and into the dirt at my feet where I'll never find them?
