djp: When you say 230 sickle bar, do you actually mean a mower that came with a 230 tractor. I don't recall a model 230 mower. Having said that, model number really doesn't matter when it comes to paint colors on an IH rear mount mower, out of the 50s and 60s. I say rear mount as Cub and SA model 22 side mowers were all blue. However when you get into 2 point, 3 point, semi mounts, etc. basically the complete cutter bar, shanks for tail wheels and pto shafts were probably 80% blue and 20% black. I say this as most were blue, but do remember seeing the ocasional black. The rest of the mower will be IH red. One exception, the wooden pitman drive and swath board, I've seen them different shades between yellow and clear varnish.
