How long has it been locked up, set up, froze up, or what ever happened that caused it not to turn over? How are you going to use the tractor after you get it running? All of this would give insight as how to go about getting it turning over. If it has been set up for an extended period the cylinder walls will be pitted. I personaly think it takes less time to drop the pan and pull the head off so you can take the rod caps off and work on one pistons at a time than it does to spend days or weeks pouring oils into the plug holes. You can then see what your real problems are. As for jacking up the rear tire, you can get more tourque useing a pry bar on the ring gear through where you removed the starter.
