Need HELP-- C123 Engine --Carb

Hi Guys; I need advice. My 85 yr old father-in-law decided to "help" me because my 240-U was "running rough." He proceeded to "adjust" the carb, and when that failed, he removed and took completely apart the distributor, and "rebuilt" it. (all this done while I was gone) Needless to say, now the tractor wont even start let alone run. I completely re-checked distributor, and reset everything TDC, and am getting spark, but engine is not firing. I am suspecting his "carb adjustment." Can anyone tell me the Generic adjustment from "seated" position of the main jet screw? How many turns should I back it out? I am thinking that he either has to too rich or too lean to fire. Any ideas or help would be greatly appreciated.
