The mag has an "impulse coupling", and at slow cranking speed, the rotor will stop just before each posirion corresponding to a high-ternsion terminal in the cap, and then quickly pass the terminal as the impulse "snaps" and spark occurs, stopping again just before the next terminal.

Get the mag to spark first, then worry about any timing issues.
