hard steering WFE on a 400

When not moving, I have to lean forward, and use both arms to get the steering wheel to move about two to three inches. Is that normal? I know I have gotten ten years older this year, but I don't feel that weak. If I jack it up, everything moves freely. When the narrow front was under it a couple years ago it did not seem to be any better. Any ideas?
