Allan I don,t want to step on any toes here, if I remember right if the torsion bar broke some place the hitch should go all the way up and stay there. I thing there is a problem with the lever. If the draft lever it to far back it will lift the hitch just about all the way up but not as far as the lift lever. I would do as you said move the draft lever all the way down and see what happens.
