If you fill the hole with JB weld, it will just run the gas into the air cleaner. so the guy who told you that doesn't know how things work. Turning the gas off at the tank is always a good idea on a gravity fuel system when the tractor won't be used for awhile. It leaks because the fuel bowl is getting overfull. It could be caused by the float set wrong, or because the needle valve leaks. The cure is to keep soaking it and when it is done, put a new needle valve and seat in it and make sure the float is set right.
