Don't JB Weld the hole. That's where excess fuel is supposed to drain out. What you called a kind of white plug is probably a small welch plug which is retaining a small felt filter. The filter keeps dirt out and lets excess fuel drain out. You need to resolve the problem of the source of the excess fuel. Maybe your float valve is leaking or your float level is too high.
