What gene said. The starter problem is a completely separate issue that just happened to coincide with the tractor getting stuck in gear. The starter will need to be removed, and the drive ("Bendix drive") serviced or replaced entirely. It's probably a broken spring, but I would wager that the gear is pretty worn as well.
