If the oil pan is over full its just that someone overfilled it or its water. You can crack the drain plug and see if water comes out first before oil. The gas smell is most likely attributed to the last time it was run it was getting way too much fuel but even then it would be almost impossible to increase the volume in the oil pan enough to notice.Unless someone tried to pull start it for a couple hours on full choke.
