Hi...I once had a distributer cap on a Super A that was bad and it was doing pretty much what you described. Turned out that the center contact point of the cap (it's spring loaded) was stuck so that it was not making contact with the rotor. On your grounding question....yes, electric needs a path to ground, but if you felt a shock on the cap's center contact and you were in the same spot/same shoes etc when you touched the plug wire you should have felt a shock (assuming the wire is OK).
