distributor cap bad????

pulled mag off 47 a and put in a new coil. when i turn it by hand i get spark out of the tower to the center of the cap. i can take the cap off and touch my finger to the inside center and turn mnag and it hurts. if i put the cap back on and put a plu wire in it i cant feel any spark at the end of the wire when spinning the mag by hand. is this a bad cap and rotor or does the plug wire have to touch a grounded spark plug to make the spark jump from rotor to cap? thanks
