I would say that the little gears that time the rotor are not in the proper position. Take the little cap off that is held on with two screws that goes around the rotor shaft. Clean these gears up and line up the "C" mark with the tooth that has a little corner milled off. This will line up the rotor with the proper terminal inside the cap. Hope it works.
