Usually, for a tractor with a stuck engine or at least one with unknown mechanicals that doesn't run(could have bad/stuck engine, bad trans, clutch, rearend, etc etc), unless it has something with visible value(like new tires, rare options, etc), a fair price is right about what it's worth for scrap iron. For an MD I'd be pretty wary about paying too much initially, since the cost of engine parts are MUCH higher than a gasser. If it doesn't run but isn't stuck, and has decent tires, I'd probably offer $500 tops, and if he sticks with his $1000 price, I'd just smile and walk away.
