706 diesel hydrolic system question

The guys I hunt with recentlly purchased a 706 diesel with a loader, and It has been acting up latelly.
Some times the hydrolics don't work. some times they do, but are very weak. power steering is weak, and it is making it all around a pain in the butt to use this tractor.We changed the filter and found a freeze plug type thing about a inch and a half wide in the case.
I'm just guessing here that it needs the hydrolic pump rebuilt.
My question here, is this common. Is this something we can tackle ourself.
I guess what I'm really asking is how hard is it to rebuild this thing.
