340 industrial power steering problem

I recently purchased a 340 Industrial with a Lord front end loader. When I first start the tractor the power steering is fine for a couple of seconds, then it starts to tighten up and I get a small whining noise from the trans.The steering will come and go while driving the tractor. It is very random and has no particular spot in the turning radius when it tightens up. I can pick the front end of the tractor up off the ground and can turn the steering wheel from left to right with one finger with no drag or tight spots.I checked the fluid level,it is full also very milky looking. I am thinking it was probably left out in the weather sometime during it's life(not now I keep all my stuff in the shed).I have no idea if the fluid and filter have ever been serviced. This is my first tractor with power steering so I am kinda stabbing in the dark at this point. Any suggestions?
