As I understand it, the way second chance works is the second highest bidder is offered the item at their maximum bid. The winning bid will be one increment higher than the second highest bidder's bid. That should be something like $25 or $50 higher than the second highest bidder. Anytime the difference is more than that it is a scam. You can also just go to the item on eBay and look at the bidding history. If more than one person outbid you then it is a scam. Think about it, if it sold for more than $1000 more than you offered, at least 2 people were bidding after you dropped out. One of those people would be offered the second chance, not you.
