Am I that DUMB???

Bid on a farmall 130. #180057275030 My max being about $1600. Has seven pieces of equipment with it. Bidding went up to $2900 so I didn't win. Got second chance offer (with approbate email from ebay) to sell to me for my bid. RED LIGHTS AND SIRENS going off. But I thought that I would follow up offer as the tractor is close enough to me to check out. He wants me to send by western union half the money as down payment and pay the rest on Friday when I pick up the tractor. His dad will be there to help me load it. The tractor is at: 2117 East 97th Street Floyd, VA money needs to go to: Michael House 20 Abbey Road London, FY4 2LB United Kingdom Floyd is a tiny little town with no numbered streets let alone 97 of them. Would I send the money without checking it out in this day and age? Don't even know if I'll even bother letting E-bay fraud know about this.
