Their are two types of 656 made IH and Farmall also could be gas or diesel. Woulsassume the one of which you ask is a Farmall. Some of these tractors had one set of hyd. at rear and one under fuel tank ( mid tractor )- many tractors used for bean , corn or loader tractors . PTO should be 540 only unless someone has changed out the chunk - check PTO under load to determine slippage as this is hyd. setup - look at front end to determine stability including tie rods and center mount, engine should operate with some blow-by- very cold natured and must use glow plugs even on summer day and shut down ten min. -- now for the good-- excellent tractor , just the right size, although rated at 67 hp. will outperform the newer tractors, 6 cyl eng when it hits the govenors with load is sweet music , currently have both the IH (utility ) and Farmall versions - price is about right for our market here-- noise and jump in trans could be substantial problem would suggest taking front panel below steering wheel , look at linkage make sure it is tight and is pushing gear linkage all of way in , you might even readjust, also check TA to be sure it is releasing properly and letting gear fully engage , if this does not work tractor most likely would need to be split, would suggest that you also drop hyd filter and check for metal in filter or housing
